She will teleport you to the aforementioned locations as long as you have completed the Adventurer's Stone quest (level 15 required).
Otherwise, you will only be offered Nedaria's Landing without the stone. However, once you port to Nedaria, the magus there (Magus Wenla) will offer you the other locations.
