I've done this quest with guildmates a few times, he spawns at Elite Ledge with 4 other gnolls near him.
You get a quest "Run to Daylight" which gives you exp and faction with Cirtan, Bayle's Herald.
When he dies or respawns, we've noticed that it takes 30 min to 1 hour for him to respawn... probably less since we don't check for him constantly, but the respawn timer is very quick.
There is a lockout timer of a few hours to re-do his quest, so it doesn't matter if he respawns quick and you get to him.
