He is part of the Paladin Epic 2.0 -- the item he gives you in trade is for that quest.

Upon hailing Bigilam now, he sais "Greetings <char name>!! Something interesting has happened in the last few weeks here. . .we found a vampire scouting Ak'anon, though no one knows why. He was captured ans slayed, and I ended up buying his heart to keep as a token of his visit. Would you like the heart?! If you would, bring me a battery that allows me to recharge my Anizok Maximizing Device."

I tried hailing the mob as a level 67 but he wouldn't respond, I called over a level 69 friend and was able to get this responce.

Upon the level 69 giving him a Mana Battery - Class 6, gives you A Slain Vampire's Heart
