This is the instanced zone involving the group mission "Spider's Eye". Stories say that when the most ancient spider queens die, their bodies turn to dust because of their age. That dust blows away, leaving behind two stones thought to be its soul and mind. Combined, they make up something known as the 'Spider's Eye' - something with potential for much good (or evil). Obviously, both Norrath's Keepers and the Dark Reign have an interest in acquiring one.
