I gave this to a friend of mine who is a level 35 Ogre Warrior....Everytime it proc'd it also through the Neg 15 Debuff on her also..and she couldnt click it off to remove it.

Let me clarify....I gave her the "Beetle Stinger" and the weapon has this PROC on it.
