This is the reward for doing all of the Skylance missions, not just one.
No, this is the reward for doing the 3rd Skylance mission, the Laboratory. You can skip the first and second mission if you have someone who's done them before get the 3rd mission assigned to your group.

this is not the reward for the skin quest in the devastation. this is not the reward for the aura missions. where do i start this quest?
