Game Description

Channels the power of the dawn to strike your target for @1 damage. While channeling this power you will sometimes gain the blessing of the dawn, which will greatly increase your next direct damage spell. However, there is also a small chance that the energy will backfire and cause your next several direct damage spells to do less damage.

The proc info seems right, 25% chance to increase damage and 1% chance to lower damage (both of which I've experienced).

As for the effect itself, when it procs, a buff goes into your short duration (song) window called Fire of Dawn. It lasts for 1:30 and can proc in conjunction with gift of mana (as in, you can get both gift of mana and fire of dawn on the same spell). It does not fade if a spell is resisted, only if it lands. The extra cast time makes this useful for opening a fight with and then following up with one of the normal elemental nukes.

Edit: I just tested it and the duration is fixed at 1:30. I thought maybe it was 1:00 plus the 50% enhancement from AA's but it stayed fixed with more extension on.

Edit2: I was fiddling around with the max damage I could get out of the effect and so far I know I can get 4400 without a crit. I've tried putting on my epic effect at the same time but I always end up nuking for 2800-3k so I'm thinking that the epic effect takes priority over this, I'm not sure though as I may have just gotten a weak nuke with the increased damage of my epic giving me only a sub-par raise. Further data when it comes.

Edit3: After a lot of fiddling around I've discovered that our epic and this spell's effect will stack. I've managed to get up to 4.8kish without a crit as well. Stacking those two abilities is really nice when you're soloing and you just got a gift of mana.

Thing is, Innate Buff Extension from AAs do affect things like this; thus, the base duration of 1:00 is affected by Spell Casting Reinforcement 3/3 (+30%) and Spell Casting Reinforcement Mastery (+20%) for a total of +50%, bringing the duration to 1:00 + 50% (30 seconds) = 1:30.

Worn buff extension Foci have never affected AAs/Innates/procs; Fires of Dawn is a proc, thus unaffected by worn items.

(The exception to the rule is, of course, unless the AA/Innate/proc is the same thing with the same name as a spell in your spellbook; then it will be affected by worn Foci.)

you get the missions from an NPC in undershore. i think the npc name is jazz.... something. starts with jazz anyways, you have to complete all the missions, once you've done that you hail brother hidden path in undershore and you will recieve the spell.

Edit: forgot to add, the spell has a 20% chance to proc also, if it procs you'll see the effect in your bard song window, then that is going your next nuke can hit for double the dmg, there is a 1% chance that a negetive effect will proc, if it does it will show in you buff window, with that going your next nuke will be half the dmg. However because the negetive effect is in your buff window the good news is it's curable.
