The info is under the omens of wars spell info listing but for some odd reason not under the shadowspine runes info page. I thought they were exactly the same.
<66 is a minor rune if I'm not mistaken. So one would assume it would be the last minor rune from the Omens expansion. >

It is an OoW spell, actually. It is the last (7th) of the Minor rune turnins (either the dod runes or oow will work).
The posts preceeding this one here are right in saying this.
It isn't on any don vendors.

my guess would be DoN spell...check with the vendor in Lavastorm.
Has anyone found this spell yet? If so, Where is it located?

Recieved this spell from a Minor Shadowspine Rune turned in to Brother Hidden Path in the Undershores.
Almost all 66 to 70 spells are Omens of War expansion spells, therefore you'll require runes from OOW zones. The runes need for turn in are drops from a wide variety of named found in the instanced zones (if your high enough in level), Nobles Causeway, Bloodfields, Ruined City of Dranik, Wall of Slaughter, Muramite Proving Grounds, and finally Riftseekers Sanctuary. These runes need to be taken to Karsor the Mad, in Dranik's Scar near the Southwest corner of the zone.
The Runes are as follows -
Minor Muramite Rune = 66 Spells (or Disciplines)
Lesser Muramite Rune = 67 Spells (No 67 Disc's)
Muramite Rune = 68 spells (or Disciplines)
Greater Muramite Rune = 69 Spells (or Disciplines)
Glowing Muramite Rune = 70 Spells (or Disciplines)
Ancient Muramite Rune = 70 Ancient Spells (Raid mobs only, no Ancient Disc's)

DoN Progression Tier 2 rewards are level 69 Spells or Disciplines for each class (Such as Rune of Rikkukin(Enc) or Cyclone Blade(War disc)).
