It says this is a level 14 enchanter spell, but when I went to buy it it turned out I couldn't use it until level 16

I don't know what confused you, zigip, but looking directly in Mizr N`Mar's inventory right this minute, it is in fact a level 14 spell.
Had to actually check manually...I had quit before SOE put in the new spell per level system, and just came back. Heh.

Vendor is Alicia Starshimmer in the Enchanter guild in Felwithe at loc. pos 600, neg 930.
She has all of the different enchant spells for single only not the mass type. Hope its usefull for you guys.
