What is a Summoned Target, those that summon you or am I missing the concept here???
NPC pets i think, as well as elementals are summoned creatures. If you check out the mob list for, say, Lavastorm and Twilight Sea, under "Type" it will say Summoned for certain creatures.
Can also be purchased off Ardtia Aughsan in Abysmal Sea.

Mages get blaze at 34. Does about the same damage. Works on everything. Is this thing particularily hard to resist or something? Why would it be one spell level over blaze (Which the jade bracelet focuses as it does NOT focus this one) if it works only on summoned?
It has a MR-50 adjustment, ist mana efficient, and IS boosted by the Rallican line of Magebracers.

I'm confused about this spell. What is considered a summoned mob?
Spell caster pets are a common summoned mob. I'm not certain on other types.

Things like elementals (earth/air/fire/water), and various types of Imps are considered summoned. I'm sure there's more, but that's off the top of my head.

certain creatures in ldons are considered summoned also. ie:golems in nro, shadows in mistmoore, etc.
I know this is a bit late on the post, but I thought I'd mention that about 85% of the mobs in Takish Hiz LDONs are Summoned as well (the sand elves, and the golem types).
Though oddly the whirlwind looking things and the sandstone type frogs and scarabs are not summoned.
