I think that the answer to that is in the spell description...

Lvl 60 10000hp grp CH spell, Word of Redemption, crits for 30660. 30660/2 = 15330. 15330/10000 = 1.533. 53.3%. Take 28% of that away from all Healing Adept AAs, which equals 25.3%.

25.3%... it would seem that Improved Healing V is a bit more powerful than the 20% that its predicessors gave. Will do some more tests to see if 25.3% is the maximum possible percentage.

It would appear to compound. Base heal is 100% plus various healing adepts 28% = 128%. 20% of that is where you get the 25.3%.

That being said, your numbers are old and there's a chance that SOE might have gone and undid the compounding effect (I seem to remember them talking about doing that for buff extension stuff), so this may have changed since then.
