All of the lvl 44 pet spells are sold in Katta in the tower straight as you run from the entrance from TM. Vendor name is Erixok Twildbik - loc: -670 +35 +143.
Go in to the building and around the raised floor to the back wall and click on the banner twice - this brings you to the third floor. then run to the room to the NW. lvl 39 spells sold here also.

This spell can be purchased from Ardtia Aughsan (LOC: -166.38, -240.91, 97.94) In Abysmal Sea. She has a lot of magician only reasearch spells.
To get to Abysmal Sea- Use any Wayfarers Camp Magus to get to Nedaria, then use the Nedaria Magus to port to Natimbi, Broken Shores. Take the boat to Abysmal Sea and look for the vendor on the Floating City.

Its not sold there anymore. The only COnjuration pet spell is the fire pet, which is sold by Somat.
