Sort of. I haven't done this myself, but I've heard that if you place a Sword of Runes in the Red Scabbard (the container that comes with the epic to combine/de-combine to a 2hs or 2x 1hs) and hit combine, it will create a Blade of Stategy and a Blade of Tactics. As such, a Warrior can, at any time, have all 3 versions of the epic. If you try to do this combine while already in possession of either a Blade of Strategy or Tactics, you will get a message that you already have the lore item, and that duplicates are not allowed. However, with the addition of LDoN and augments, they added a quest to modify the Warrior epic. (This was done because, if you augmented either version of the epic and then crafted the other, the augments would disappear.) If you turn in your scabbard and the Jagged Blade of War (2hs version), you will receive one of each version of the epic all at once (so that no switching is necessary, and the augments will stay). So, the trick (as far as I know) is to create the 2hs epic, combine just a Sword of Runes in the scabbard, and then turn in the Jagged Blade and the scabbard, and you will then be able to possess two Blades of Tactics or Strategy.

So, after that long-winded explanation, to answer your question directly, yes; a Sword of Runes can be used to acquire a Blade of Strategy and a Blade of Tactics. However, you still must finish the epic quest to get the scabbard that is necessary to do so.

Also sold in Ak'Anon in the casters guild area, in the room with a Wiz and Mag GM, and 2 of the robot merchants. The summoning spells are on the second merchant.

Great weapon to give pets. EVEN BETTER against summoned mobs, like elementals in Twilight Sea or SolA. When it procs, you'll get a "A xxxx Elemental Staggers".
