a 1 second stun stops the mob doing things and interupt casting for one second while a zero second stun will merely interupt casting, which can be very useful for self healing mobs, for instance the templar mobs at PoFire tables should be much more manageable with this spell. The difference between this and SoL is that this has a stun effect, so it will give more agro but as I have said will interupt casting, the agro also makes this a good spell if the wizard is kiting for a group.

what does a 0sec stun actually do?

well its one second now, but a zero second stun interupts because the truth of the matter is allah was prolly showing a truncated number. It was prolly a .001 second stun. fyi
