This spell can be bought from the Brownies in Lower Faydark. Although I haven't bought this spell myself I've heard you need a wolf illusion to be regarded indifferently.

Yes you have to be in wolf form. I was in spirit wolf form and the brownies didn't like me.

Poison Vials can be easily bought from a DE outside freeport.. from the POK book run parallel to the wall until you reach the other end of the zone (without going to commons or inside the gates) and there will be a false wall with a DE to buy from.
