I purchased this spell today in Shar Vahl from Khura Ahmih. He is upstairs in the building next to the bank in Shar Vhal. He has a pretty complete line of shaman poison and disease based spells. Indifferent to my Troll Shaman.
There also used to be a troll that sold poison spells in the Innothule swamp. He stood in the palm of a stone hand in the North central part of Innothule. Now that the trolls have returned to Grobb, I would think that this spell vendor has also returned.
I found Shar Vahl easier to access, so I have not confirmed the status of the troll spell vendor in Innothule.

Do they realize that there are Ogre and Troll Shamans? Aren't there any "evil" vendors that sell this spell? They should make it easier to get at least the lower level spells. At 25 we can make illusion potions...if we have about a million plat to skill up in alchemy.
Starn Bearjumper in Everfrost does indeed sell this. Cost of 8p 9g 7s 7c (CHA 145).

Argh!!! Why'd I pick to be a troll shammy? Spells are such a pain to go after... someone spawn a few shammy spell vendors in Neriak or all the Trolls should evict the frogs and send them into Lake Rathe... no one goes there anymore anyway...
Does this spell stack with the 29 shaman DR lowered spell Insidious Malady? If so that would be sweet. If not is there any other way for another person to lowe their DR... Or PR?

Yes. This isn't a DoT, it only decreases disease resistance (and I guess the disease counter portion would stop NPC HP regen).
I'm having a hard time figuring out a use for this spell, though... if it was, say, almost impossible to resist, then it would be useful for getting disease DoTs to land on highly resistant mobs... but this spell uses a resist of Disease (0), just like disease DoTs use. As far as I understand, that means they have the same chance of being resisted, so if you can land this spell on a target, that means you could already land the disease DoT on it to begin with.

Take a look at the Mana cost. If this can prevent one resist of a Disease DOT (this level's Disease DOT costs 75) it is worth it. Definatly more somthing you would use in a group, but this is pretty usefull spell all around.

Disease is also the resist check for most of the early slows. A resist on this spell is nothing compared the mana cost of a resisted Tagar's Insects. Plus, it is nice to cast this, follow it up with a slow, and finally DoT them with Scourge (or other disease DoT of your level) before going in for a melee finish.

Disregard previous post. Most of the early slows are checked on magic resist. This will not help till later, much later. Sorry.

I bouht this spell tonite from the vendor by the old ruins in Everfrost.
That would be Starn Bearjumper, he sells all the poison and disease spells for Halas casters.
