No, it makes the animal have a smaller aggro radius so it is less likely to attack you.

As far as I know it is essentially worthless.

I wouldn't call this spell completely worthless. Where I can think it might come in handy is ldon zones (indoor) that have animal mobs. Since harmony won't work, you could use this to lull a couple of animals and pull the non animal ones...
an indoor pacify for animals.

Its not a stun.You cast Calm Animal on a nearby animal to calm it so that you can single pull another MOB nearby or run by near it without it agroing on you.
