The lvl 64 and both lvl 65 tomes will work on mobs lvl 65 and lower.
The difference between the 3 is the Range to Target.
Phantom Call = 150
Phantom Shadow = 200
Ancient Phantom = 250

Up to what lvl will this /disc Pacify a mob?
Just incase someone reads this looking for where to get the "Phantom" tomes -- the 4 pre-65 "Phantom" tomes (Zephyr, Wind, Echo, and Call) are bought in PoK and EC off of the same monk tomes merchant that sells the rest of the disciplines. I believe they added another tome merchant in Abysmal Sea for each class as well so now there are three locations to buy your tomes.
No idea really where the 65 "Phantom" tomes come from -- but most likely GoD -- and the "Ancient" one is probably the more difficult of the two.

u apparently get them by handing in a gem dropped, but i havent seen them anywhere but on a post by mortalis guild from a raid in the higher teir zones, would love to know if they been dropping elsewhere.
