Gaddi Buruca is a berserker tome vendor in POK library. He has this tome.
i use this cuz i like to solo alot hit with this then throw axes, when mob runs hit then again start throwing axes again ,kind of like a ranger root ,shoot and snare,but , then everyone has thair own style

Why's this better than leg strike (same snare %)?
Notice the resist modifier on these two abilities, leg strike gives only a -1 to resistablility, leg cut will give you a -17 modifier...thus, it will be resisted less =)

If this slows your oponent 55%, how is it a step up from Leg Strike, which slows your oponent 55% at L15?
Less chance of being resisted.
While a snare is a useful ability to have, the effect can wear off instantly after you use it on a mob. That makes it pretty much worthless if you're in a ldon where the mobs HAVE to be snared or they go get more friends. Sure it's nice to have as a desperation type snare, but as it currently stands, a Berserker can't be the primary snarer (you use leg cut, leg cut lasts 1 second, mob runs off brings 50 adds, party is dead, everyone annoyed at zerker.) The only way to make it work is pull the mobs back far enough, so that if snare is resisted or wears you can quickly run it down and snare it again.. but still, that's pretty limp considering zerkers get only 2 common use abilities.. snare and stun. You can snare early, but there's no guarantee that the mob will still be snared when he starts running.. and even with the short reuse timer on this there is a window of oppertunity that an occassional mob will get away - even if a zerker tries his mightiest to keep the mob snared. Not really sure if this was what was intended, but if it is it's wack.
I'm hoping the level 50ish version of this spell will be improved as far as random breaks go.

There is a set duration on zerker snares...roots are what break not snares. I've NEVER had my zerker snare wear off earlier than 1-1.5 min duration was fulfilled.
Roots yes can be broken by damage, melee or just plain wearing off...but snares, once stuck will last the full duration unless dispelled.

There is actually a discipline called Head strike, it's level 16 and listed elsewhere. Leg Cut is just like it says, and is sold in PoK, uses a blunt axe and snares your opponent.
Maybe the postings were off at one time and have been updated? There are other posts with wrong data listed by Altaika, I'm not sure what's going on.

This is called the Tome Head Strike.
Under combat skills (alt c) it's called Head Strike.
This tome can be aquired from the main floor of the library in POK and in Ship City outside of Nedaria's Landing.
Give it(and all tomes and disciplines) to your GM (use the find button to find GM's and Tome Merchants) to learn the skill.
Tome of Head Strike stats:
MAGIC ITEM NO DROP
Charges: 1
Level Needed: BER(16)
Skill: Throwing
Mana Cost: 0
Combat Effect: Aims a blunt axe at your opponents head, briefly stunning them.
WT: 0.1 Size: SMALL
Race: All

This is actually the head strike tome, should be able to find it in those places you just listed. just like the leg strike but casts a 4 second stun instead of snare.

Looked a few places, my hometown, PoK, and EC tunnel and cant seem to find it, anyone know of its location?

You can find this and most of the other tomes for Berserkers on the main floor in the PoK Library. Go in and take the left side doorway. they are to the left in the corner near the stairs down.
One has the Ax skills tomes and the another has the disciplines.
They are marked with Berserker Tomes too.
