EQ Traders doesn't list it, Alla doesn't give a recipe, and the Lesser Briny doesn't offer it.

Lesser Essence of Life is where it comes from but as Grove pointed out, other spell items after TBM should give the spell if you don't have it.

Seems that the Lesser Briny Essence should have it as the spell and the Essence are both from the same expansion. However, there are two other potential sources for the spell: Lesser Essence of Life and Lesser Writ of the Combine. All three tokens may be turned in for level 102 spells.
