Way back when the EQ dev team consisted of nobody currently on the team they took the Haste and Attack values off the epic 1.0 worn spell effects.

The Ragebringer Rogue epic is also a clear example.

So, this Axe has 40% haste and 40 ATTK plus the remaining part of the spell effect the 7 AC.
