I just noticed this tonight as well (only spotted it because I happened to see the musical notes effect), and looked it up to see who caused it. I have to wonder if it's worth it to have to listen to that bard over and over again!

Just noticed this song icon in my effects as I was wandering around the Tradeskills room on the Ship. An NPC bard named Galdorin Visigothe started playing it and you can hang out within range as he does it. I even start doing the dancing emote animation automatically while he plays it.
