Turns CH from 10 second to 15 second and any other spell is similarly slowed
3: Decrease Effective Casting Level by 10
Increases the amount you fizzle and interrupt


Both of these affects alone make this spell very annoying.

Unless this mob has serious agro control debuffers, I don't see the point to this spell during combat. Of course, I'm uninformed as far as GoD *****...
