Found the spell in Highpass Keep on Krystalle Corsair (-92, -229) for 9p 4g 4s 9c

you can also buy in Highhold keep, on the same floor as the pet spells, in one of the little rooms that used to be empty, NPC named Krystalle Corsair, don't bother looking her up, she's not on beastiary site yet.

I have heard and read and number of things concerning the use (and not use) of mana vials. As I am just starting my first Enchanter, I would really like to know the use, and mre importantly, how to use these, and other, vials of mana. Please help and stupid new Enchanter out.

Vials of cloudy mana (lvl 16 spell) are used for tailoring. They sell for 10-15 pp in the bazaar. You need both, a pearl and a poison vial, to summon them.

Actually, there is no lvl 16 summon manna spell.
The cloudy mana vial is a lvl 20. And the one that requires a pearl and poison vial, and is used in taloring, is the lvl 12 spell Thicken Mana.
