Interesting... this spell hasn't been on the live servers in its two year life. Yet SoE went through the trouble of adjusting its level when they resently revamped the levels for spells below level 50.

Perhaps its one of those NPC ONLY spells, you know, the ones they can cast but we cannot. Just a wild guess.
