These spells are not on the Ragefire TLP server, Vendor is in CL but he does not sell them. May be put in at a later date.
All the mass enchant spells can be bought at Abysmal Sea from the Common Spells vendor. You can you use your Find window to get to him.

The Mass spells can be bought in the East Commons tunnel from Tallik Jaggedfire and Palik Agrolm. They are a hair shy of 84pp a piece with the best charisma (83pp 9g and some change).

each mass enchant spell uses 5 of an item and enchants 5 at a time.
Hopefully this is the long-awaited stack enchanting spell!
