Duration is indeed unlimited meaning the buff never expires. But this isn't a passive clicky type buff which you can click once and it becomes permanent on your toon and you could in theory delete the item that you clicked. If you lose this buff, you lose the 15pt DS so you need to keep this item in inventory to click it after you die or anytime you lose the buff icon.
