Rising Dexterity is a level 29 Shammy spell....not a level 25 as listed here..

I believe when they posted that back in 2005 it was indeed a level 29 spell. With the changes to lower level spells no longer coming in big batches every 4-5 levels you will find a lot of older posts may refer to levels that are no longer accurate in the modern game.
