Just in case anyone actually has any sort of need to know this, the spell is available at the PoK spell vendor Heretic Elirev in the library.
This spell's no longer useful. Previously, it was a cheap lightsource for those with poor night vision (Yeah, I'm talking to you, Euridite Necros). Now, lights are plentiful, cheap, and, most importantly, more powerful light sources. After all, the "Gloomingdeep Latern" everyone gets from the tutorial easily outshines this Temporary light source.
This said, I still bought the spell. Never hurts to have an extra ability in the back of the spell book. (Plus I'm a completist.)

then of course, there is the need for a good way to work up your conjuration skill... much easier to do with a level one spell that doesn't involve repeatedly destroying some non-lore item, or summoning and destroying your pet over and over, not to mention the large pile of bone chips you'd need to do that... this summons a lore item, you don't have to destroy to recast the spell, you still get credit for casting the spell, even tho it does not summon another item. even players who are never PL'd will still frequently fall behind on their casting skills, especially as most low end players have low end gear, which means they have very few bonuses to their stats, so they learn their skills slower... excluding the twinks of course. =)

where can I find this spell at in pok or a other easy place?
Summons a orb of light for those who cant see in the dark real well.
