You sure? I had this song showing up in my buff bar for a couple of my toons under 46 on Al'Kabor while I waited in PoK near the Bard singing it.

As I understand this, the HP effect is improved by an instrument but the Mana effect is unchanged. Also, AC PC v2 is essentially all nearby allies - in other words, this is a raid mana and HP chant, right?

Yes it is a raid mana and HP chant and no it does not require an instrument, but it would be somewhat silly of a bard to not equip one when playing this on a raid due to the fact that you can be healing 60hp a tick for EVERYONE in the raid with a decent instument.
At worst you should use bard epic or DoN singing aug imo.
