Sort of. Like the spectral and ethreal parchments, this is a turn in. For enchanters, the turn in is given to Illusionist Jerup in PoK.
The item you turn in is a "Glyphed Rune Word." I don't know all the places they drop, but I got mine in Torden Bastion of Thunder.

Having to recast buffs has to be one of more mana-draining tasks for a Chanter. So much so, that buff extension is, more often than not, a higher priority than mana regen.
Build up your AA's. This'll fix your problem and greatly drop your mana loss. (Plus many other benifits, the least of which is certainly not being able to cast and forget for a while!)

50k no. i did rune turn in 2 time and got the spell then i payed 20k for a rune turn in to get the spell. guess i am lucky. i sell for 40-45k
