Yes, I believe there is a difference in the two spells.

Fetter:

For an additional 65 mana you can use Greater Fetter and get -30 to majic debuff on mob. To me that is like the equivelant of a minor tash built into this root spell (lowering the resistance to the root.) So hell yeah, more often than not when you use root you're in an emergency situation anyway, I personally will spend the extra mana to give root a better chance to land and hold the mob at bay.

Posidius' post implies that Greater Fetter will also reduce the mob's magic resistance. This is not true. GF only roots the mob but it has a -30 magic resist adjustment. For example, if a mob has 100 magic resistance, when you cast this spell the mob effectively has only 70 magic resistance (after the -30 resist adjustment) against your Greater Fetter spell. This reduces the chance of the mob resisting your root.

I have used both fetter and Greater Fetter. Fetter seems to hold for the full duration more often than this root for some reason. Just my 2cp and what i have experienced.

What the hell is "Greater" about this one? Besides that is costs more mana, I would think one would use the level 58 Fetter. Same range, casting time and less mana. Unless this is more difficult for a mob to resist...

Now that we have the Lucy data we can see that this one is in fact less resistable (-30 MR). Answered my own question.
