There shouldn't be any lvl restrictions. Its a worn effect. When it activates, you'll get an emote having to do with the item (ie: Your Wanderer's Sylvan Gloves shimmer with a red flame)
The posts below are wrong (mostly). This effect simply reduces mana usage by 20% when you use the lvl 64 druid spell: Summer's Flame. This one and only spell is affected by these gloves.

This item should increase its max damage to 1680, it is the focus effect on the Wanderer's Sylvan Gloves not the leggings.

1. It's a focus effect on the Wanderer's Sylvan legs. This is PoP armor.
2. It appears that it will increase by 100% the damage done by the spell firestrike (39 DRU). If this is what it does it basically gives us a 540ish dmg nuke for 150ish mana. Blah in my opinion.
3. I may be wrong.

It's an effect on the gloves, not the legs.
The legs have the level 64 root spell.

Actually it was changed in the patch after it first drops, it now stacks with all mana regen buffs, including PotG C1 C2 and KEI, as well as everything else. So now they are very happy:)

This spell effect is on a robe dropped by Emperor Ssraeshza. WTG Triton, who were first to beat him down recently!
