Notice the casting time, notice the recast time, notice the resist check, notice the alteration type. This is a spell no matter who can use it...

It's not a spell, it's an innate ability of Blazzax the Omnifiend

Looks like a spell cause every magical ability has a spell looking description in the EQ DB
