Its on a diff timer to the lvl 70 slow , so you can have em both up at once if you wished, reducing recast times on failed slows.

Forgot... there's also an Rk II and III version of this spell, which there's not for the level 70. These other ranks are a tiny bit better (slows more) and are even more harder to resist.

It costs about 10% more mana, that's one difference. It also appears to be slightly harder for mobs to resist. Other than that, only Sony knows. It's probably worth the 20 more mana per cast if it sticks more often. I hate casting it two or three times for it to land.
