Can anyone tell me, where or how I can get this spell?
When your or your group mates Twilight rune wears off from taking damage, it adds a proc that drops hate.
It's great for healers/casters for example; they lose hate from mobs, which will (hopefully) switch back faster to a tank. I usually tell tanks in groups I am in to BLOCK it, because it makes them lose hate when it wears off.
