Just dinged 60 yesterday and I don't know the exact specifics on the spell other than my pet now quads for 68 hp a hit and the tiger warder is now shoulder height to me now.

The same thing is true with other upper level spells, as an example, the Levitation Spell (which I've seen for sale in the Bazaar for 20k) drops off upper level mobs in The Deep. Obviously, not very often if it is selling for that price, and in a zone that isn't frequented that much.

Love this. Yes it is found as loot but is also vendor sold. Most of the Beastlord drop spells are IMHO screwed up. Some spells too rare and dropped from Super MoBs. Level 54 pet proc Spirit of Snow dropped from a level 60 named worm in ME. level 60 vendor sold spells drop from yard trash mobs. hehe

and it's still the same--I paid an ungawdly amount of plat for SoSnow while I paid a relatively fair amount for SoFlame.
I think they did look into what and where the Beast spells are dropping, and, after drinking the bong water, increased the rate of common spells and decreased the rate of very rare spells.
Wonder how many Devs have bazaar traders... =p
