So would this stack with silver chitin hand wraps?
Yes. You get haste effects from:
1) The best worn haste item you have.
2) The best haste spell/effect you have on you.
SOME bard haste songs stack with this further. These are the Melody of Ervaj line and the Battlecry of the Vah Shir line. The latter not only stacks with haste effects but also is able to put you past your level haste cap. All other bard haste songs do *not* stack with haste spells/effects. You might see the buff in your window and get the stat bonuses if there are any, but the haste component will not stack.

This spell does stack with one haste item!

But doesn't stack with any of the Chanter/Shaman haste lines. Works with Bard songs.

Yeah, it may stack, but it won't be used, the "best" haste will be used, so, Vallon will be used,and not VoM...you can only have one spell haste...
