seems to drop from most mobs in ssra, not sure the level cutoff but it dropped for me from trash

This old chanter ability gains alot of usefulness with the house of Thule AA that increases this spell's effects by 10% per rank for three ranks. So you can get -40% hate on any PC or Merc. combine this with the horrifying visage on a different merc or player, and you can effectively control aggro in the most extreme circumstances, such as a level 95 caster merc on full burn - those mercs nuke for 60,051 every 4 seconds or so, with no hate reducing aa's (for them, unlike players). Using this spell, you can focus aggro on a tank or tank merc and let the caster blast away right from the start, a huge increase in DPS

What does this spell actially do?
Lowers hate... You cast it on yourself, or on someone else in group/raid who isn't supposed to have agro at that time, and it lowers their hate hopefully enough for mob to switch targets (to MT).
Horrifying Visage raises hate, so you can cast that on your MT (Main Tank) to increase mob's hate for him/her.

To clarify: This spell lowers the hate generated by the actions of the person with the buff on them.
If they have agro, casting it on them will do nothing to help their situation. Only the AA soothing words can help (from the standpoint of an enchanter, of course).
What it does do is reduce the hate generated while the buff is active.
For example, a cleric casting Complete Heal generates 2000 hate. With this buff, they would generate 1800 hate. if the cleric is chain casting on a warrior tank who is having a hard time keeping agro, this very well may keep the cleric from being summoned and beaten to a pulp.
Also useful to keep on Wizards if you're a chanter on a raid where the target is massively MR and there isn't anything around to charm and there isn't need for crowd control. A lucky (?) run of crits and a wizard can get summoned pretty quickly. In the 36 seconds this spell lasts, a wizard could chain SoS with a crit or two (foci and bard songs included) for over 30k damage.
30,000 hate... reduced by 3000, and that's almost another free nuke before being summoned, or more than 7 casts of concussion.
Obviously an extreme scenario, but it does serve to show how useful the spell can be.
