would this decrease resists on necros hunting things higher than them in level?
No this spell just help with fizzle. ont he fizzle formula this spell will make you apear to be 3 lvl over what you are really. But it won,t change anything with your lvl vs resistance formula sadly :-(

Wonder how this would effect charming?
For those of you who don't have LoY, nor are familiar with Shadow Haven, this guy is loc: 1435, Neg 521. Upstairs! (in the Midst section).
I just got it, so I don't know if it increases to overall effectiveness of spells (increasing HP of Rune and so forth)

I'm guessing that he meant LoY because the new mapping system details where some NPC's are.

Guess this would be usefull for decreasing resists to you're spells. Linked with the Tashani line of spells this will help mezzing and debuffing those higher level mobs.
This spell helps with fizzles also.
