I use combust bones to turn to undead and this spell will stick on any mob thats not immune to slow.

L85+ Undead in Feerrott2 were giving me this partial success message which made me wonder what kind of reduction is being suffered?

I heard that too, avery long time ago before i found out it wasnt true. If you turn a mob into a skeleton, he will not count as undead, his image will change, but he will still be same as he was before. have to be glad it isnt like that, necs would be little overpowered then, because you could ignite any mob you can get a nuke off on, and slow them, shamen would have harder time getting groups.
This is great spell though. It beats encs slow all way past 50s. Only vs undead, but it means you necros are a slower thats almost just as good as shamen when in undead zone. Shamen needs lvl51 slow or higher before tie is broken, by looks of shamen spell list.

If you hunt in any undead zones this spell is a must have. It has less agro than shammy slow and does just as well. To top it off, if you do get agro, we can at least FD which a shammy only dreams he could do. The only drawback is of course it is undead only. Great for MMC LDoN though.

He is located at 1598, -877 in Echo Caverns.
It is a little tricky to get to. First you must pass through the hidden wall located at 305, 1693 in Shadowhaven and then click on the Rock Wall at 981, -735 in Echo Caverns to access the area where he is located.
This vendor sells many of the Necromancer spells released with Shadows of Luclin.
