Seems like a massive amount of mana for 30 dmg a tic. Are the numbers here accurate?

It is a massive amount of mana for 30 damage a tick, but yes, it's worth it. I just hit 28 on my necro on the Mischief TLP and can confirm that this is my most efficient damage spell (at 4.714 damage per mana) when it runs the full potential course.
That's the trick with ALL damage over time spells, though, is answering the question, "will the mob die before the duration expires?" You lose 0.214 damage per mana for each tick you lose, only taking 3 ticks to drop you to 4.072 efficiency. For frame of reference, a full duration of Heart Flutter has an efficiency of 4.098 damage per mana, and only lasts for 7 ticks.
I think it's safe to say that your anti-undead nukes, or shorter duration dots, are pretty much always a better choice unless you are in some situation where it will tick for the full duration on your target... soloing perhaps? If you find yourself in that scenario... soak up this spell's sweet efficiency!

come on people, before you start wasting your time saying where it is or asking where it is try looking under scroll info and it says it right there! horoal deathdealer ( echo caverns ). so for now on look before you ask.

This spell can be found on Horoal Deathdealer in Echo Caverns. You go right from the entrance to Shadowhaven by Soulbinder entrance and click on the small rock in the wall on the left. Rock doo opens and inside is a bank, caster trainers and the spell dealers. In the back is Deathdealer who ahs this spell.

Horoal Deathdealer sells this spell at loc 1593, -879 in the hidden area over the rocks on the low lvl side of Echo Caverns

I fount this spell in echo the low lvl side. By the soul binder you go through the door and the 2 hiddin walls and zone. When you run in it is to the left you go to the bolder that moes and click on it as you run through the hallway you run all the way to the back strate ahead and it is in the ery last hut on the right there are t guys in there so its one or the other.
