What is up with the cost of this spell? Every other spell past lv 12 costs more than 5pp.

It'll be the low ac, most likely... those saves are just not worth upping the price for, which is a good thing :)

In a raid, if you get hit, you're going down almost instantly, in most cases, so it's better to be safer from spells with a lot of resist rather than a little bit more AC.
