Some high end mobs can only be slowed with the disease based slow which makes this spell very useful in the right situation.

1st reason for this spell is high MR on alot of Raid mobs. Even with Malo (Unresistable), you can get plenty of resists with Turgurs.

2nd reason is that some mobs are 100% magical resistant. Most tanks and Clerics would rather have a 25% slow than no slow at all.

Actually this spell is quite usefull . . . if you play PVP. Everyone has high magic resistance - everyone at this level or else they die a lot. So disease based slow on a pally will make him rather upset i assure you.

What's with this spell? Seems the 51 slow is better, cast faster, and barely costs more mana. Would you use a 25% slow instead of 75% to save just a tiny bit of mana? What is this spell for?

This spell is not as powerful as the 51 Slow. However, it does have its use. The 51 slow (and all previous versions) are checked against the magic resists of the enemy. This spell is checked against the disease resists, which for MOST high end mobs is significantly lower. Also, the level before (or 2) you get an unresistable disease-resist debuffer. Basically, if (due to resists) you cant get your good slow to land, use this as ANY slow is better than NO SLOW.
