Lowered the required level to cast Zephyr: Lavastorm to 47. Lowered the spell difficulty and price. Moved the scroll from Wanderer Frardok to Wanderer Qenda.

I flagged the scroll as TSS since that's when the druid zephyr spells were introduced. With those classic servers, it's hard to know how to flag them nowadays ...
