She is already listed in the "Sold by" tab. I updated the locations for the spell scroll, only 2 zones were mentioned.

Verna Leinar in Abysmal Sea has this spell and all other teleportation spells (Yes, all of them except Teleport since that's a PoP turn in) available for purchase. Her loc is -48, -132, 100 in a room with a common spell and beastlord spell vendor.
The only merchant I can find with this spell is: Mignar Mi`Draskch at 151.94, -944.75, -38.84 in Neriak Commons.

who do you buy this spell from?
You can buy this spell in Neriak for about 10p5g. I made an alt Dark Elf Wiz, got her outside the city in Nektulos Forest, gave her 50p and 2 opal encrusted steins, then bought the spells and returned outside.
Why 50p? Because here you can buy Twilight Gate, Grimling Gate, Grimling Portal and Dawnshroud Gate. If you don't give him/her the steins, you'll have to pay 12p+.
