I'm standing in front of Rowyl in Gloomingdeep now on Brekt server and he does NOT have this spell.

I just checked on Rathe and the spell is still sold there in Gloomingdeep.

Reaction Radius(25/30)
means?
AFAIK 30 is the max level for the effect to work... but I'm not sure that is it and if it is what the other numbers mean I have no clue.

i know it's been a while - but here are my current assumptions on the numbers for this sort of thing.
the second number is the level of mob that it will work on. if it's 30 or below in this case, it works; 31 or higher, and it won't.
the first number i have taken to mean a range. 200 is the average 'range' for most offensive spells, ie, how close you have to be to cast them successfully on your target. creatures also use 'range' to detirmine if the should aggro on you or not, as well as if they should help thier buddy that you just pulled. The first number shortens this 'radius range'.
i believe that 'reaction' is the distants that they will aggro on you themselves, while 'frenzy' is the range that thier buddy needs to be in for them to come help.
