This spell can be found in the bazaar. Second floor of the building between the banks. Look for a gnome by the name of Jolum, on the balcony.
The effect of this is to increase the duration of the buffs by 15%. The difference is that this one effects spells up to level 49 (i think) instead of just up to level 16 like the level 8 spell (Summon Linen Mantle).

If I understand correctly, this should increase the duration of buffs cast by the wearer by 25% to 30%
