This spell is only sold by Channeler Cerokth in PoK for 10p4g6s5c with an 80 cha, if that makes much of a difference anymore.

Been using Dagger Frost since level 17 with ID1 focus. It has a long refresh rate, but works well with root and nuke. I have not seen any knockback. Two nukes will take down a paludal bandit if not resisted. I still use smaller nukes when ID1 adds a nice amount of damage. The spell levels were changed and this one is really really useful, still using at 24.

OK all Channeler Cerakoth does sell this spell but is not called Dagger of Frost,it is called Force Shock and it is a lvl 20 wizard spell

Channelr Cerakoth has frost strike a Lvl 24 spell. Apparently the only things that possess the effects listed are the weapons. Havn't been able to find a merchant that sells it. And, haven't been able to get a rune recipe to build the spell.

You are probably talking about one of the Weapons with this spell as a Proc, right? Most likely the newest one (Copper Hammer of Striking), which everyone and their nephew has it seems. The spell itself is easy to get from the spell vendors and is 15pp at max (wouldnt know for sure, I don't play a Wiz).

Since the stun rate is only 0.00, does that mean it doesn't actually stun the mob but does interrupt casting?

This spell does have a knockback effect. It is a server side effect which means it is not in the spdat file so it doesn't show up in Lucy. That also means that when the spell hits, you won't see the mob knocked back until you get a refresh on the mobs location from the server, which often won't occur until several seconds after the spell lands.

This delay in knockback made it very difficult for our guild to determine the source of push after our tanks started loading up with the Great Blade of Storms.

I am interested in your observation about server side effect, I am currently researchin knockback effects on all spells (particularly proc weapons) for the same reason (push in raids). Is this an assumption you have come up with to try and explain the push or has Sony stated something to this fact. Any help would be apreciated.

This spell had a knockback effect when I used it with my wizzy, but not sure if it does when used as a proc.

These are NOT sold by Channeler Keatrem... they're sold by Channeler Cerakoth (like it matters, he's 10 feet away)
