I know this post is a little old but yes it stacks.All the beast crack spells stacks with lich line.No clarity buffs will though.
Tried to get this stacked with a C on my 34 drd today and this spell wouldn't "take hold". Is it bugged or did the stackability get changed?

I just got it yesterday and it stacked fine with C2.
I had a site which listed which spells would stack and which wouldn't....and it wasn't lucy....but can't find it now

Is there a minimum level associated with this spell (important after the 6/10/03 patch)? If I cast this on a group of Level 1 characters, will it stick?

The level limitation on buffs only applies to spells level 50 and up. This spell, being level 44, will not be affected by this, so it can be cast on anyone.

This will stack with all Clarity and Regen spells but the wizzy Epic. So yes it stacks with regen/chloro.
To verify what lady foxmint said, this does infact stack with the clarity line of spells =) so this + KEI equals like + 18 mana/tick. wonder if it stacks with regen/chloro as well....

This spell is purchased in Shadow Haven with the Shaman spells, by the vendor Jales Gaelshorad. It only costs about 3pp or so, and translates into 3 points both mana and hp regen per tic. One sweet spell 
I've read that it stacks with the enchanter clarity line of spells, but haven't had the chance to test that out yet.
Also note that this is a group buff spell.
